Chapter One: Guiding ideology, principle, purpose and basis

(1) Guiding ideology

2.Coordinate work arrangements and adjust land types according to law

According to the implementation requirements of the project of converting cultivated land into forest land, grassland, garden land or other agricultural land and agricultural facilities construction land, the scale, layout, work sequence, implementation plan of converting cultivated land into other agricultural land, and the implementation of the "balance of access and access" of cultivated land shall be clarified, and the land class shall be changed according to law in the annual survey and summary of land change。

3.We will strengthen balanced management of import and export regulations

(5) Time limit for implementation

3.Cultivated land reserve resources Investigation of potential cultivated land restoration resources

Houma is located in the center of the Qin, Jin and Henan triangle"Yan, Zhao, Qin, Shu thoroughfare", traffic location advantage is outstanding, is a transportation hub city in southwest Shanxi。But the city of Houma is small, only220.0680km2The contradiction between economic construction and land demand is prominent, and the reserve resources of cultivated land are exhausted and few are left。In recent years, most of the land use indicators meet the requirements of construction land through the adjustment of Linfen cityDemand for "balance of occupancy and compensation"。A new round of reserve resources survey identified reserve资源39.6306 hectares, (of which: other grassland 36.9,465 hectares, bare land 2.6841 hectares), according to the overall land use planning of Houma City, all used for construction land "balance" cultivated land restoration resources。

Houma CityThe total area of reclaimed land for 2022 is 111.2375公顷。Which garden 73.2895 hectares, forest land 37.2855 hectares, other agricultural land 0.6625公顷。

The proposed regulation and reclamation project plans to add new cultivated land110.7,206 hectares, of which 110 are irrigated.6852 ha, dry land 0.0354公顷。

The proposed reclamation project is expected to be cultivated landBetween 9 and 12, the average is 11。

(一)The situation of "cultivated land transfer"

Houma City GovernmentThe 2022 annual plan arranges for the implementation of 56 remediation and reclamation projects, involving 235 plots。Among them, there are 2 reclamation projects of agricultural facilities construction land, 1 project of other agricultural land reclamation projects, and 53 projects of farmers' independent adjustment of management mode。The projects are distributed in 5 townships (streets) : 13 projects in Xintian Township,76 plots involved;Shangma Sub-district office 13 projects,46 plots involved;Gao Village 9 projects,39 plots involved;Zhangcun sub-district office 9 projects,Involving 41 plots;Fengcheng Township 12 projects,33 plots are involved。

(二)Feasibility analysis of "cultivated land transfer"

1) Site condition analysis

(五)Arrangement for the implementation of the "Cultivated land transfer" project

After full communication with the operators, the cultivated land projects to be transferred this year are implemented in the form of financial subsidies from the government and independent reclamation by the operators。Houma Municipal People's Government signed a target responsibility letter with the operator to ensure that the project implementation plan was implemented in place, and the financial subsidies were issued in a one-time way after the project acceptance。The financial subsidy standards are shown in the table3.2。

(二)The necessity and rationality analysis of the scale and location of "cultivated land transfer"

1) Necessity analysis of conversion of cultivated land into forest land

The current yearThe main direction of "cultivated land transfer out" is forest land and into forest land 6.0948 hectares, transferred woodland and grassland accounted for the total area of "cultivated land transferred" 8.5012 hectares (including field ridges) of 72.30%。The transferred forest land is mainly used for landscape trees and nursery planting for urban greening。This year such forest land reclamation was transferred out of 37.2856 hectares, transferred 6.0948 hectares of urban afforestation forestry land as a supplement to urban afforestation supporting land is necessary and reasonable。

2) Necessity analysis of converting cultivated land into facility agricultural land

3) Necessity analysis of conversion of cultivated land to grassland

The direction of "cultivated land turn out" is 0.0371 hectares of grassland, belongs to the wetland project of the Huihe river, in line with Houma city overall planning both ecological protection planning, in line with the relevant industrial structure adjustment policy。

4) Necessity analysis of farmland conversion to rural roads

The direction of "cultivated land turn out" is 0 of the rural road.2319 hectares of land, all of which are "field roads", are necessary facilities for agricultural cultivation and should be allowed to adjust their layout reasonably for the convenience of operation。

2.Rational analysis of the location of "cultivated land transfer out"

2.Project implementation cost estimation

(3) Financing

(1) Organizing and leading safeguard measures
